A hardwood floor recoat is when a new coat of finish is applied to a slightly worn hardwood floor, giving your floor a new layer of protection. A Recoat Will get out light scratches, but Will Not get out deep dents or deep scratches that are through the finish layer, and are physically in the wood.
A hardwood floor Refinish is when the top layer of finish, along with dents, and deep scratches, are sanded out, a new stain is applied, if specified, then two finish coats of polyurethane are applied. Most hardwood Floors can be refinished, with custom stains and finishes applied.
